LAKE WALES, FL — The City of Lake Wales announced that $21 million in federal income tax credits will be used to support the redevelopment of Grove Manor in the historic core.
The project will expand the site to 210 affordable housing units, increasing from the original 120 units. According to the Lake Wales Housing Authority, the funding was secured after multiple application attempts.
The Lake Wales Community Redevelopment Agency (CRA) contributed $1 million to assist in the design phase. City Manager James Slaton said staff recommended including construction-ready design plans to strengthen the application for funding.
Grove Manor redevelopment is listed as action step number six in the City’s Lake Wales Connected plan, which focuses on creating a walkable, mixed-income neighborhood in partnership with the housing authority.

The development will take place in multiple phases and include two- and three-story apartment buildings with various floor plans, along with single-family homes. Additional housing types may also be explored.
The first phase includes a community center and 78 apartment units with one-, two-, and three-bedroom layouts.
The Polk County Board of County Commissioners approved up to $1.5 million in State Housing Initiatives Partnership funds for phase two.
