Osceola County commissioners have approved key development agreements with Orlando City Soccer Club to advance plans for a major transformation of Osceola Heritage Park.
The Osceola County Board of County Commissioners on Monday authorized a Development Agreement and a Training Center/Stadium Use Agreement with Orlando Sports Enterprises, LLC. The approvals build on a Memorandum of Understanding signed in December 2025 and establish the framework for investment, construction, and long-term operations at the county-owned complex.
According to the county, the project includes upgrades to Osceola County Stadium and existing training facilities, along with the development of a new training center to support Orlando City Soccer Club, the Orlando Pride, and affiliated teams. Plans also call for expanded amenities and mixed-use development, including a hotel, medical facility, and restaurant.
Osceola County has committed $25 million in Tourist Development Tax funding for public infrastructure improvements. Orlando City Soccer Club will contribute at least $25 million in private investment and will oversee construction and ongoing operations.
Officials say the project is expected to create jobs, increase tourism, and support local businesses. The agreements also maintain Osceola Heritage Park as a community venue hosting events such as the Silver Spurs Rodeo and the Osceola County Fair.
A due diligence period of up to 120 days is now underway before final design and construction begin.
