KISSIMMEE, FL— A 29-year-old Osceola County Sheriff’s Office deputy has been arrested and charged with multiple felonies following the alleged use of excessive force against a 67-year-old woman during a DUI arrest in Kissimmee.
According to the Osceola County Sheriff’s Office, Deputy Joseph Billittier responded to a possible impaired driver near Simpson Road on September 25, 2026. A 911 caller reported seeing a Toyota Corolla traveling the wrong way on Royal Palm Road before the vehicle ended up in a median.
The 67-year-old driver was arrested for DUI and informed deputies that she had suffered a broken clavicle earlier this year. Her left arm was in a sling, and she was handcuffed in the front.
Investigators said the interaction became physical while Billittier was placing the woman into his patrol vehicle and transporting her to jail. Jail staff later requested that she receive medical clearance, requiring another trip to the hospital.
Following a review of body-worn camera and patrol vehicle footage, supervisors identified concerns about the deputy’s treatment of the woman and his allegation that she had battered him.
Investigators determined that the woman had not battered the deputy and that Billittier had used unnecessary force while handling her.
Following a criminal investigation reviewed by the State Attorney’s Office, a judge signed an arrest warrant on Tuesday, October 27.
Billittier, who has been employed with the Sheriff’s Office since August 7, 2023, was arrested and booked into the Osceola County Jail on charges of battery on a person 65 or older, official misconduct, perjury in an official proceeding, and falsifying a public or court record.
Osceola County Sheriff Christopher Blackmon condemned the alleged conduct, emphasizing that deputies must be held to the same standards as the public.
“The badge represents public’s trust, and no one is above the law, especially those sworn to enforce it,” Blackmon said.
The sheriff confirmed that Billittier has been immediately relieved of duty pending formal termination proceedings. The Sheriff’s Office is cooperating with the State Attorney’s Office in the prosecution.
The investigation is documented under case number 26I104203. The criminal charges remain allegations pending resolution in court.
