On July 7, 2021, Tropical Storm Elsa made landfall in Taylor County, Florida, at 11 a.m. EDT with maximum sustained winds of 65 mph. Initially a Category 1 hurricane with 75 mph winds earlier that day in the Gulf of Mexico, Elsa weakened due to wind shear and dry air. The storm crossed northern Florida, moving north-northeast into southern Georgia.

Elsa brought tropical storm-force winds. Rainfall of 2-4 inches, with a peak of 10.88 inches in Port Charlotte, caused isolated flash, urban, and minor river flooding. Minor storm surge affected the Big Bend region. An EF1 tornado struck Jacksonville, and another hit St. Marys, damaging an RV park at Naval Submarine Base Kings Bay, injuring 17 people.

Elsa caused minimal structural damage and moved into Georgia and the Carolinas by July 8, later causing flash flooding in the Northeast.
