Haines City Police Department Appoints Veteran Leader Edwin Moran as Deputy Chief

HAINES CITY, FL — The Haines City Police Department has appointed Edwin Moran to Deputy Police Chief under the leadership of Police Chief Isaac Jackson.

Deputy Police Chief Edwin Moran is a seasoned law enforcement leader with three decades of experience dedicated to public safety, organizational leadership, and community partnership. He previously served as a Lieutenant with the Polk County Sheriff’s Office, where he provided operational oversight and leadership within district operations while contributing to strategic initiatives focused on crime reduction, leadership development, and community engagement.

Deputy Police Chief Moran began his law enforcement career in 1995 and has served in a wide range of operational and investigative assignments throughout Polk County. Early in his career, he served as a patrol deputy working in high-crime areas, where he developed a strong foundation in proactive policing and community engagement.

His investigative abilities led to his assignment to the Bureau of Criminal Investigations, where he served as a detective investigating complex cases, including serial robberies, home invasions, carjackings, business robberies, and bank robberies. During this time, he also assisted in homicide investigations and worked closely with regional and federal partners on cross-jurisdictional investigations.

In 2009, Deputy Police Chief Moran was promoted to Sergeant, where he supervised patrol operations and later led the Robbery Unit. In this capacity, he oversaw more than 300 major crime investigations while implementing strategic enforcement initiatives that contributed to reductions in violent crime.

Promoted to Lieutenant in 2012, Deputy Police Chief Moran served in leadership roles in both the Northeast and Central Districts. He has also served as Street Training Lieutenant and Management Training Lieutenant, where he has mentored and trained newly promoted sergeants and lieutenants in leadership development, operational management, and effective policing strategies.

Deputy Police Chief Moran holds a Bachelor’s degree in Public Administration from Barry University, an Associate of Science degree from Polk State College, and is also a graduate of the Certified Public Manager Program (CPM).

Prior to his law enforcement career, Deputy Police Chief Moran served honorably in the United States Army from 1990 to 1994, where he developed leadership, discipline, and operational planning skills that continue to guide his professional philosophy today.
