Winter Haven, FL – A Winter Haven man who was arrested in May for flashing a gun at the newly opened recreation center is behind bars again after police say he cut off his ankle monitor and stole a golf cart worth approximately $10,000.
Jer’Marius Julian, 20, was arrested on Sunday, June 14 and charged with Grand Theft of a Motor Vehicle, Tampering with an Electronic Monitoring Device, and Violation of Juvenile Probation.

Julian was previously arrested in May on charges of aggravated assault with a deadly weapon and violation of probation. While awaiting the outcome of those charges and serving probation-related restrictions, Julian came to the attention of law enforcement again on Sunday, June 14. According to WHPD, officers were notified by the Department of Juvenile Justice at approximately 6:41 p.m. that Julian’s ankle monitor had been cut off and was pinging near 11th Street NE and Country Lane NE. Officers located the device in a wooded area and later learned Julian had left his home earlier that day and failed to return before his 6 p.m. curfew.

A few hours later, officers responded to a report of a stolen golf cart from a business on Dundee Road. The owners reported hearing the cart’s beeping alarm before seeing a man driving away in it. While investigating, officers received a traffic complaint involving a golf cart on Cypress Gardens Boulevard near U.S. Highway 27 that matched the description of the stolen vehicle.
Police located Julian on the golf cart and attempted a traffic stop near U.S. Highway 27 and Mountain Lake Cutoff Road. Investigators said Julian drove into a wooded area, abandoned the cart, and fled on foot. Following a chase involving Winter Haven and Lake Wales officers, Julian was taken into custody. Nothing further at this time.
