The Hillsborough County Sheriff’s Office announced the dismantling of a large organized retail theft and fencing operation that investigators say generated millions of dollars through stolen merchandise sales across multiple states.
As part of “Operation D-Fence,” detectives arrested 14 people and seized an estimated $5 million worth of stolen property, approximately $220,000 in cash, and seven vehicles connected to the criminal enterprise. The investigation began in November 2025 after detectives received a tip regarding a possible fencing location used to resell stolen goods for profit.
According to investigators, the group targeted major retailers including Home Depot and Lowe’s, along with construction sites throughout Florida, Indiana, Kentucky, and Tennessee. Detectives say suspects stole merchandise directly from stores, used fraudulent invoices to obtain discounted products, returned stolen items for refunds, and cut locks on storage containers at construction sites.
The stolen merchandise included appliances, tools, electrical supplies, construction materials, fixtures, and hardware.

Detectives identified a residence in Lutz as the central hub of the operation and linked the enterprise to more than 1,800 online sales transactions over the past year. Authorities estimate approximately $7 million moved through the operation during that time.
Investigators identified 55-year-old Hoover Rengifo as the alleged leader of the organization. Charges include racketeering, trafficking in stolen property, money laundering, and grand theft.
