Retired Puerto Rico Police Officer Arrested for Impersonating Law Enforcement

KISSIMMEE, FL- On March 5, 2026, just after 7:00 p.m., Osceola County deputies responded to Simpson Road following reports of a man impersonating a police officer.

The incident began around 6:30 p.m. on Buenaventura Boulevard, approaching Osceola Parkway. An 18-year-old driver observed a Chevy SUV stopped in the roadway, blocking traffic. The driver proceeded around the vehicle and continued on his way.

The suspect, 59-year-old Carlos Barros-Villahermosa (DOB: April 3, 1966), then drove the Chevy SUV behind the victim’s vehicle and activated blue flashing lights. The suspect pulled alongside the victim’s vehicle on the driver’s side. The victim rolled down his window and requested credentials, expressing doubt that the SUV was a law enforcement vehicle. The suspect displayed a badge while both vehicles were in motion.

The victim pulled into a parking lot, where the suspect approached and identified himself as a police officer. No weapon was displayed. The suspect requested the victim’s driver’s license and registration and argued with him about his driving.

The victim noticed what he believed to be an undercover law enforcement vehicle in the parking lot and requested another officer be present. The suspect then returned to his 2003 Chevy Trailblazer and quickly left the scene.

The victim’s passenger provided videos and a photograph of the suspect and vehicle to responding deputies. Deputies later contacted the suspect, who had a badge and gun on his person. He stated he works as a contract investigator for the Department of Defense and is a retired police officer from Puerto Rico.

The suspect was arrested and charged with impersonating a police officer and false imprisonment. The SUV was impounded and found to contain lighting devices with a switch activating blue lights, as well as a console switch for an audible siren.

The Osceola Sheriff’s Office is asking anyone who has been stopped by the suspect while he identified himself as a police officer in previous incidents to contact the agency.
