FDLE Arrests Three For Child Sexual Abuse Material in Kissimmee and Surrounding Areas

ORLANDO, FL — On Monday, December 15, 2025, the Florida Department of Law Enforcement (FDLE) announced the arrests of three individuals on charges related to possession of child sexual abuse material.

Martin Theodore Cassady, 60, of Maitland, and Jorge Nieto, 39, of Apopka, were each charged with 40 counts of possession of child sexual abuse material. Joel Orellana, 25, of Kissimmee, originally from El Salvador and described as an illegal alien under removal proceedings, was charged with two counts of possession of child sexual abuse material.

During the execution of a search warrant at Orellana’s residence, three additional individuals from Venezuela and Mexico, all with final deportation orders, were arrested on immigration violations.

The investigation into Cassady began in April 2025 following a cybertip from the National Center for Missing and Exploited Children (NCMEC) regarding the upload and sharing of over 1,500 images and videos depicting child sexual abuse. A search warrant resulted in the seizure of an anatomically correct child-like sex doll.

The investigation into Nieto began in July 2025 after more than 50 NCMEC cybertips concerning a cloud storage account used to share and upload videos depicting child sexual abuse.

The investigation into Orellana began in August 2025 following an NCMEC cybertip about files depicting child sexual abuse being uploaded to a search engine.

Search warrants were executed on November 25, 2025. Cassady was arrested in Maitland and transported to Orange County Jail. Nieto was arrested in Apopka and transported to Orange County Jail. Orellana was arrested in Kissimmee and transported to Osceola County Jail.

The FDLE Cybercrime Task Force includes agents from the Altamonte Springs Police Department, Apopka Police Department, Kissimmee Police Department, Lake County Sheriff’s Office, Ocoee Police Department, and Sanford Police Department.

Assistance was provided by the Maitland Police Department, Orange County Sheriff’s Office, and U.S. Department of Homeland Security Immigration and Customs Enforcement.

The cases are being prosecuted by the Office of Statewide Prosecution. Investigations remain ongoing, with additional charges possible. Nothing further at this time.
