Kamel Sisters Arrested for $2,500 Theft at Davenport Target

Davenport, FL – On Tuesday, November 4, 2025, Polk County Sheriff’s deputies responded to the Target at 5000 Grandview Parkway in Davenport and made contact with a Target loss prevention associate regarding a grand theft.

The Target associate reported observing two female suspects enter the store at 7:29 p.m. Surveillance footage captured the suspects obtaining shopping carts and selecting items including bedding, decorations, clothing, and makeup. The suspects placed Target shopping bags over the items in the carts before proceeding to the exit. They were held in the loss prevention office until deputies arrived.

The stolen merchandise totaled $2,487.70 in value.

The suspects were identified as 19-year-old Afnane Kamel and 32-year-old Hala Kamel, who are sisters. Both offered to pay for the items to avoid charges. Both admitted to planning the theft inside the store.

Afnane Kamel and Hala Kamel were arrested on charges of Grand Theft (F3) and Conspiracy to Commit Grand Theft (M1). They were transported to the Sheriff’s Processing Center without incident.

Sheriff Grady Judd stated: “When you walk into a store and try to leave with nearly $2,500 worth of unpaid merchandise, that’s not a mistake—that’s a crime. Thanks to a vigilant associate who saw something and said something, our deputies were able to respond quickly and make the arrest.”
