Lakeland, FL – On September 8, 2025, a Guatemalan national, identified as Juan Andres Francisco (DOB: 06/08/2002), was arrested by the Polk County Sheriff’s Office after urinating on a roadway, crashing into Polk County Utility vehicle, and attempting to flee the scene, according to an arrest affidavit.
The incident occurred at the 3000 block of Summer Oaks Blvd, where Polk County Utilities employees encountered Francisco’s silver Ford SUV blocking the service gate for Station 199. The affidavit states that Francisco appeared disoriented, slumped over the steering wheel with the vehicle running, windows down, and loud music playing. After being asked to move his vehicle, Francisco parked partially in the roadway, exited the SUV, and was later seen urinating in front of a nearby residence, as reported by a witness who found the act offensive.



Francisco’s erratic behavior continued as he revved his engine, and struck a marked Polk County service vehicle. Deputies arriving on the scene observed Francisco walking away toward Duff Road. He was escorted back, provided a Guatemalan Identification Card, and claimed he did not speak English. During the investigation, Francisco attempted to flee on foot but was quickly apprehended.

- Exposure of Sexual Organs (F.S.S. 800.03)
- Resisting an Officer Without Violence (F.S.S. 843.02)
- Leaving the Scene of a Crash (F.S.S. 316.061)
- Operating a Vehicle Without a Valid Driver’s License (F.S.S. 322.03)
Due to Francisco’s status as an Illegal Immigrant, all charges have been reclassified to the next higher level under F.S.S. 775.0848. Nothing further at this time.
