KISSIMMEE, FL – On March 7, 2026, Deputies with the Osceola County Sheriff’s Office responded to reports of a dog in distress that had been thrown into a dumpster, behind the business at 1076 Cypress Parkway, Kissimmee. An employee of a business was throwing out trash and heard an animal crying. He observed a dog inside the dumpster and called 911. When deputies arrived, they located a small dog, obviously injured and whimpering in pain. The dog was taken to a veterinarian, and unfortunately had to be humanely euthanized, due to the severity of the injuries (skull fracture).
Deputies located surveillance video of a man getting out of a pickup truck, retrieving the dog out of the bed of the truck, throwing him in a box and disposing of him in the dumpster. After following up on several leads, the deputies located the suspect and pictures of the dog on social media.
The dog is a Jack-Russell terrier mix named Max and is approximately 10 years old.

On March 8, 2026, deputies contacted the dog’s owner and interviewed him at the Osceola County Sheriff’s Office. The owner stated that his dog tended to escape from his home and that he located the dog injured on March 7th. He could not tell deputies where the dog was located and that he was “too busy to deal with the dog being injured” and that he would eventually pass away due to his injuries”. The dog’s owner denied hurting the dog. However, because he failed to seek medical care for a dog that was obviously injured and in distress, deputies arrested 79-year-old Victor Manuel Carrion-Flores (9/23/1946) for Aggravated Animal Cruelty/Excessive pain or death. This charge is a 3rd degree Felony. He was booked into the Osceola County Jail.
