Tuesday, November 25, 2025 — Governor Ron DeSantis announced a proposal to license dog breeders and shut down abusive puppy mills. He delivered his remarks at Big Dog Ranch Rescue in Loxahatchee early Tuesday morning, the very same location where he had signed two other anti animal cruelty bills into law.
The plan requires the state to regulate breeders, create a breeder-abuse hotline, and mandate pet stores to prioritize shelter adoptions over selling breeder dogs.
Additional measures include tougher penalties for animal abuse in front of minors.
The proposal follows 2025 laws making it a felony to abandon dogs during emergencies (Trooper’s Law) and increasing sentences for torturing or killing dogs while barring convicted abusers from adopting, Dexter’s Law.
“In Florida, we will always fight to protect man’s best friend,” said Governor Ron DeSantis. “The proposal we announced today will end unethical puppy mills, hold accountable abusive breeders, and help shelter dogs find loving homes.” Nothing further at this time.
