Brian Cogswell Appointed New Polk County Solid Waste Division Director

BARTOW, FL – County Manager Bill Beasley announced the appointment of Brian Cogswell as the new Director of the Polk County Solid Waste Division. Cogswell was confirmed by the Board of County Commissioners on Tuesday, March 3 during the regular board meeting.

As Solid Waste Director, Cogswell will oversee a budget of more than $100 million, 67 employees and the Solid Waste Division’s daily operations.

“I am truly honored and humbled to be considered for the position of Solid Waste Director,” said Cogswell. “As appointed my commitment is simple, to serve with integrity, be a good steward of the taxpayers’ resources, support the employees and ensure a safe, compliant and reliable operation.”

Cogswell joined the Solid Waste Division in 2019 after a 17-year career with the Polk County Sheriff’s Office. During his time with the division, he has served as Business Process Analyst and Finance and Customer Service Manager. In 2023, he was promoted to Site Manager of the North Central Landfill where he provided oversite of landfill and residential waste collection operations.

Cogswell earned a bachelor’s degree in criminal justice from Polk State College and a master’s degree in cybersecurity from the University of South Florida.

Cogswell will earn $154,850 annually.
