Florida Woman Charged with Felony After 43 Animals Removed

Citrus County, FL – February 18, 2026 – The Citrus County Sheriff’s Office arrested Jordyn Hess, 24, owner and operator of “Hess Haven,” a self-proclaimed animal rescue located on E. Oak Ct. in Floral City.

Deputies responded to the residence on Monday, February 16, 2026, following reports of animal neglect.

On the property, authorities found multiple deceased animals resulting from severe neglect and abuse. Several dead cats were located inside trash bags. A deceased dog was found locked in a transport carrier. Three dead birds were discovered in a chicken coop.

Inside the residence, one dog and nine cats were kept among litter boxes overflowing with feces. An exterior shed contained twelve additional cats with no access to food or water.

A total of 43 animals were removed from the property and transported to Citrus County Animal Services for medical evaluation and care.

Hess was arrested without incident and transported to the Citrus County Detention Facility.

She faces 11 felony counts of aggravated animal cruelty and 22 misdemeanor counts of animal cruelty.

The Citrus County Sheriff’s Office advises residents to research and verify the legitimacy of any rescue organization prior to donating money, supplies, or animals. Reputable rescues maintain transparency in operations, proper licensing when required, and prioritize animal health and welfare.
