On January 22, 2026, Deputies from the Osceola County Sheriff’s Office responded to Grassendale Street, in the Windsor Hills Resort, Kissimmee, Fl. for reports of a man exposing his sexual organs in front of a residence. The victims that observed this behavior provided a statement and a cell phone recording of a male, partially clothed, in front of a residence, engaged in a sexual performance with a vacuum cleaner. The suspect left the area prior to the arrival of the investigating deputy.
Upon further investigation by the deputy, it was determined that the suspect and his wife are listed as the host of the Airbnb on Grassendale Street, as well as a residence on Almaton Loop, both located in the Windsor Hills Resort, in Kissimmee, Fl. As the deputy continued his investigation, he researched a complaint that had been reported on January 21, 2026, regarding a man that was walking in a shared hallway space, nude. Video from a ring camera, of that incident was provided to the deputy by the resident that complained.
The investigating deputy canvassed the area on Almaton Loop and spoke with other residents that provided statements of similar behavior by the suspect. The incidents were reported to the HOA in December. Blink video was provided to the deputy of similar incidents of the suspect appearing partially clothed or nude within the hallway of the residence. A warrant was issued for the suspect, who resides in Oviedo, Fl., by the Osceola Sheriff’s Office.
Kevin Dale Westerhold (08/07/1974), Oviedo, Fl. was arrested by Oviedo Police Department, near his residence, at the request of the Osceola County Sheriff’s Office on January 27, 2026, and booked into the Seminole County Jail. He is charged with exposure of sexual organs. Deputies are asking if anyone else has had contact with the suspect exposing himself to them or if they know of any other incidents, to contact the Osceola County Sheriff’s Office.
