WINTER HAVEN, FL — On December 15, 2025, at approximately 9:28 p.m., a Winter Haven Police Department officer conducted a traffic stop on a black Jeep Gladiator for an improper left-hand turn onto First Street North near Avenue R Northeast.
During the stop, the officer observed a clear glass pipe in plain view in the center console. When the driver, Theodore Parker, 73, of Haines City, exited the vehicle, a white rock-like substance fell from the driver’s seat to the floorboard. The substance field-tested positive for cocaine.
Officers conducted a search of the vehicle. In a jacket on the back passenger seat belonging to passenger Stephanie Lee Jackson, 40, of Winter Haven, a disassembled pen tested positive for cocaine residue. A sealed plastic bottle containing pink liquid labeled as Methadone HCL 200 mg, prescribed to an individual not present in the vehicle and with a raw weight of 22.7 grams, was also located.
Front-seat passenger Omar Rivera, 45, of Winter Haven, consented to a search, during which a white rock-like substance was found in his front pocket along with a ginseng bottle. Following transport to the booking facility, a pipe previously concealed in his underwear was discovered in his front pocket.

All three occupants were arrested and transported to the Polk County Sheriff’s Processing Center.
Charges are as follows:
- Stephanie Lee Jackson: Trafficking in Methadone (first-degree felony), Possession of Cocaine (third-degree felony), and Possession of Drug Paraphernalia.
- Theodore Parker: Possession of Cocaine (third-degree felony) and Possession of Drug Paraphernalia.
- Omar Rivera: Possession of Cocaine (third-degree felony), Possession of Drug Paraphernalia, and Introduction of Contraband into a Detention Facility.
