The U.S. Department of Justice’s Civil Rights Division and the U.S. Attorney’s Office for the Middle District of Florida announced on November 25, 2025, that they have opened an investigation into United Parks & Resorts Inc. to determine whether the company is violating Title III of the Americans with Disabilities Act.
United Parks & Resorts Inc. owns or licenses multiple theme park brands, including SeaWorld Orlando, Busch Gardens Tampa Bay, and Aquatica Orlando.
The investigation was initiated following complaints from individuals with disabilities alleging that the three Florida parks prohibit the use of certain walkers known as rollator walkers. Complainants state they require rollator walkers to access the parks and that the alternative mobility aids offered by the parks are unsuitable for their disabilities and involve additional costs.

Title III of the ADA prohibits places of public accommodation, including theme parks, from discriminating against individuals on the basis of disability.
The matter is being handled by Trial Attorney David K. Gardner of the Civil Rights Division’s Disability Rights Section and Assistant U.S. Attorney Alexandra N. Karahalios of the U.S. Attorney’s Office for the Middle District of Florida.
