HUD Inspector Charged with Official Misconduct After Alleged Sexual Intercourse with Tenant

New Port Richey, FL – In June 2025, the New Port Richey Police Department conducted an investigation into an alleged sexual battery involving Joseph Gioielli, a HUD housing inspector, at an apartment complex off U.S. Highway 19.

The investigation found that Gioielli performed a routine HUD inspection at the victim’s apartment, which failed to meet standards. After initially leaving, Gioielli returned while on duty and allegedly engaged in sexual acts with the victim.

Following the collection of sufficient evidence, Gioielli was arrested and charged with Official Misconduct by a Public Servant under Florida Statute 838.022(1)(c). Pasco HUD Housing staff cooperated fully, providing documentation and assistance that aided the investigation.
